Barbara Poyneer’s involvement in gifted education began more than 40 years ago, when her oldest daughter’s kindergarten teacher recommended placement in a gifted program in the Kent School District. That moment marked the start of a lifelong commitment to learning, advocacy, and service.

Barbara joined the Washington Coalition for Gifted Education and served as Treasurer from 1999 through January 2026. During that time, she witnessed major shifts in Washington’s Highly Capable policy. She saw years when services were voluntary and vulnerable to funding cuts, including the year the governor attempted and failed to defund Highly Capable services. She saw the milestone achievement of Highly Capable becoming part of basic education statewide, requiring it to be offered in all schools. She has worked actively to support legislation to strengthen identification practices, improve program stability, and increase funding.

In January 2026, Barbara transitioned to the role of Board Member Emerita, without portfolio. After decades of service, she continues to contribute as the coalition’s “memory bank”, sharing her deep knowledge of HiCap advocacy in Washington State.
