The question about when the term “Highly Capable” began being used in WA state came up last week. Barbara’s records are so thorough she found the answer:

“The 1984 supplemental budget first contained funding of $1,700,000 for “Gifted”. The budget for the 85-87 biennium (RSSB 3656) provided in Sec. 110: $4,918,000 for “Programs for Highly Capable Students.” The term has been consistently used ever since. No indication in these budget documents as to who first used the term or why. OSPI files might have more information but I don’t have them.”
